In a large saucepan on medium heat, add the cold water and sugar. Bring to a simmer and stir until the sugar dissolves.
Remove from heat and add the raspberry extract. Taste for desired strength -- some prefer a more tart raspberry flavor, while others prefer a sweeter taste.
Stir in the food coloring until you reach a deep blue, or one you personally like. Let cool.
Blue Raspberry Italian Sodas
You'll notice that there are no measurements for the Italian sodas -- that's because it's all dependent on the size glass you use. To concoct this Italian soda, fill your glass about 1/4 of the way with your Blue Raspberry Syrup.
Add seltzer water or Sprite until the glass is 3/4 full.
Add two to three tablespoons of heavy cream, depending on how large your glass is. Some prefer a creamier soda, and can add that as necessary. Give it a good stir, and voila!
You can add whipped cream as a topping if you prefer it, while others tend to stick to the fizzy, creamy flavor of the drink itself.
Notes
You can certainly skip the blue food coloring in your raspberry syrup, though that is half of the fun!
