Preheat your oven to 400ºF and grease a 9-inch square pan with baking spray.
In a large bowl whisk together flour, sugar, baking powder, and salt. Add the softened butter and using your hands, work the butter into the flour mixture.
In a small bowl combine the egg and milk. Pour into the butter and flour mixture and stir until a soft dough forms. Place dough on a floured surface and roll into a 1/3-inch rectangle. Using a pastry brush, brush rectangle with melted butter.
For The Filling
In a small bowl combine the brown sugar, white sugar, cinnamon, and cardamom. Sprinkle on the buttered dough and roll the dough into a log. Cut into 12 equal pieces.
Bake until golden brown and cooked throughout, about 25 minutes. Remove from oven.
For The Frosting
In a medium bowl beat together cream cheese, butter, and powdered sugar. Add vanilla extract and stir. Frost hot cinnamon rolls with frosting and serve.
Notes
If the dough is hard to roll out, add more flour to make the dough easier to handle.
To ensure that all of the rolls are cooked through, test a middle roll for doneness.
