Add 1 Tbsp oil to the pan and heat. Add the onion, and garlic and cook until onion is translucent, about 4 minutes. add the potatoes, beef broth, water, tomato sauce, paprika, bay leaves, and salt and pepper to taste. Simmer about 20 minutes uncovered until potatoes are tender. Add the beef to the pan and swirl in the yogurt. Remove from heat and serve.
