Two Police Officers Allegedly Refuse To Help Dying Man Because Their Shift Was Almost Over

Horrifying footage caught on a bodycam appears to show a pair of police officers walking away from a man who survived a gunshot to the head because their shift was about to end.

A report by First Alert 4 shows the disturbing, unfiltered bodycam footage. The feed from September 2023 shows former police officers Austin Fraser and Ty Warren on patrol. They exit their patrol car in response to a 911 call from a man, Urayoan Rodriguez-Rivera, threatening to kill himself.

The video appears to show the two officers quickly finding Rodriguez-Rivera a few seconds away from the patrol car. As they approach, one officer asks, "He shoot himself in the head?"

At this point, the officers make an awful decision. Warren asks his co-worker, "We better take this mother****er then? Fraser replies, "We ain't taking ****; I get off in 30 minutes." The camera moves from side to side as if the officers are ensuring nobody is watching. Fraser then suggests, "Let's cruise around and come back." The footage ends with both former officers giggling as they wander back to the patrol car.

Rodriguez-Rivera Was Still Alive When The Officers Left The Scene

The Daily Mail reports that Rodriguez-Rivera was badly hurt but still breathing when officers found him under a tree. They didn't look for a firearm or attempt to secure the area.

The pair reportedly returned to the scene roughly 10 minutes later, pretending they had just arrived for the first time. Bodycam footage from a third officer shows the former officers aimlessly wandering around 'looking' for Rodriguez-Rivera even though they already know where he is.

The moment the third officer finds who they are looking for, he immediately calls the emergency services. "Have EMS call for one subject. He's not conscious but breathing, barely. With a gunshot wound to his head." Warren and Fraser head back to their patrol car and drive away.

In the bodycam footage from the third officer, he complains that "Warren and Fraser just left." When asked why by another officer, he simply replies, "I don't know." He brings up their behavior again in his car.

At 6:53 that evening, EMS delivered Rodriguez-Rivera to the hospital, where he was pronounced dead.

According to First Alert 4, administrators fired both officers after discovering the bodycam footage during a routine review. Warren's Peace Officer license has been revoked, and Fraser has a disciplinary hearing today, January 7th.
