Not because he was equally formally attired, but because he wore gym shorts paired with a hoodie to the historic occasion. Known for his casual outfits, Fetterman did not deviate from his usual pattern of donning relaxed outfits despite the nature of the very special day.

John Fetterman (D-Pa.) arrived at the Capitol for President-elect Donald Trump's Inauguration in a black hoodie, gray gym shorts and sneakers — staying true to his traditional fashion style, despite the freezing temp outside. Everyone else was seen wearing formal attire."
Even though the temperature was just 20 degrees and the wind chill made it seem even colder than that, Fetterman appeared impervious to the brisk conditions. He also did not seem to mind that fact that he stood out because he was not wearing more formal garments.such as a suit and tie.
Senator Fetterman Is Known for Boldly Going His Own Way Sartorially
The outlet observed that the brutal, chill-inducing conditions did not stop Fetterman, a person with "a penchant for strutting through the Capitol, black tie dinners and other formal public settings in a hoodie and shorts — from sticking to his signature look. He also didn't appear to mind the cold as he powered through the frigid weather and entered the legislative building."
He has bowed to etiquette in terms of his attire a few times, though. The Post noted that if he is presiding over the Senate, Fetterman reluctantly sports a suit and tie.
Fetterman actually wore a "tuxedo hoodie" to the White House Correspondents Association dinner last year, according to the outlet. That is a highly formal affair at which women traditionally wear gowns and men are similarly dressed in their finest.
You may wonder how or why the Senator does not typically wear what his peers do. I guess there is something to be said for just doing your own thing.
