According to WSPA, Crowe had been enjoying retirement by working on building a greenhouse and staying active around his property.
His son-in-law, Keith Gravley, remembered him as a "special man" while reflecting on his years of service to the community.
"He ran the entire communication system for the county," he said. "He was always there, no matter what. If you needed him, Rick was the person."
Friend Megan Lowry also honored Crowe's commitment to his work. She recalled the countless hours he spent ensuring emergency services remained operational.
"It would be storming in the middle of the night, and that man would be working all night long to keep 911 lines running," she said.
The Pickens County Coroner's Office said an autopsy will be conducted to determine Crowe's official cause and manner of death.
His family has announced that a celebration of life will be held on Saturday at 2 p.m. It will be held at the Pickens Administration Building.
