Man Named Loony Toon Sentenced for Heinous Crime

A man legally named Loony Toon was arrested for a crime that was anything but child's play. The 43-year-old man, named after the beloved animated series, fired his gun at three officers during a traffic stop in June 2025.

Unlike the 94-year-old cartoon that inspired his name, his verdict was no laughing matter.

Loony John Franklin Kolb Toon, who already boasted a lengthy rap sheet, was sentenced to 20 years in prison.

Toon was convicted of four counts of attempted first-degree assault with a firearm, unlawful use of a firearm, felon in possession of a firearm and second-degree escape, according to a press release from the Clackamas County District Attorney's Office.

During the time of the June 2025 incident, Toon was on probation in connection with a first-degree attempted kidnapping charge.

The Oregonian reported that he fled at speeds of up to 80 mph, drove over a police spike strip and continued driving before abandoning his vehicle. He continued to evade authorities on foot and ran onto the Eastmoreland Golf Course. He was arrested in Sandy, Oregon, four days after firing at officers.

Toon must pay restitution to both Milwaukie's municipal government for damaging a police cruiser. Plus, the owner of a car that he struck with bullets, the district attorney's office said.

"This was an incredibly dangerous incident," Clackamas County Deputy District Attorney Rebecca Wareham Portlock, who prosecuted the case, said in a statement. Toon "showed callous disregard for every single person in his path. And endangered the lives of four police officers."

The district attorney's office said Toon's criminal history includes a staggering 25 convictions, including 16 felonies.

Several officers involved in the confrontation attended Thursday's hearing. They declined to make victim impact statements when given the opportunity, according to prosecutors. Toon also declined to make a statement.
