To create the rankings, the “Housing Opportunity Index” was used to calculate what percentage of homes in the selected city are affordable to local residents making the average median income. This was combined with the average cost of living, which is measured by using indicators including the cost of transportation, utilities, food, gas, and medical expenses in the city. In Birmingham, the median family income is $61,000, and the average cost for groceries and transportation falls well below the national average.
Southern cities dominated the list with 11 cities falling in the top 20, including three out of the top five.
